Cash Proffers – Use of the Funds

Cash proffers were sold to the public on the basis that new development would fund the additional needs of the community.  But how does the average resident of a county know that is occurring?  What about the fairness of existing residents also enjoying the new parks, etc., paid for by the new residents?

Do any local governments provide an annual report as to how those cash proffer funds are actually being used?  Is it legal for a community to decree a “voluntary” cash proffer and then use the funds for other purposes than the reason the payments were made?

I have yet to see such an annual report on the use of the cash proffers.  In the business world, taking money for one use and spending it on something else is called fraud.
